Aerial capability is useful in an emergency for one reason: it covers ground faster than people can, and it sees into terrain that offers no sightline from below. Thermal adds the ability to pick a person or an animal out of a background they are visually lost in — provided conditions give the sensor something to work with.
The important part is command. Aerial support does not run a search; the agency having jurisdiction does. We fly the sectors we are tasked with, report what we see as we see it, and hand coverage and imagery back so the ground effort can act on it. If someone is missing, the first call is always emergency services.
